Media have called this phenomenon "the economy of high ranking officials' children", which refers to the abnormal economic pattern in which the sons and daughters of high-ranking officials take advantage of their parents' power and influence to do business.
近日，周永康，劉鐵男等數(shù)位因貪腐落馬的高官都有一個(gè)共同特點(diǎn)：他們的兒子也深陷其腐敗案件中。媒體將這種現(xiàn)象稱之為“衙內(nèi)經(jīng)濟(jì)”。衙內(nèi)經(jīng)濟(jì)指政府官員子女利用其父母的權(quán)勢和影響力進(jìn)行經(jīng)商活動(dòng)的一種反常的經(jīng)濟(jì)形態(tài)。

相較普通的權(quán)錢交易(ordinary trade between money and power)，這種“親緣腐敗”(immediate family corruption)為禍更甚，其造成的影響和對(duì)市場秩序(market order)與法治規(guī)則(rule of law)的破壞力也更大。

Their companies always operate in local monopolistic industries that are closely connected with the local authorities. The initial funds for starting their businesses are always illegal loans from the banks or from other improper sources. Because of their parents' political power, they always have a powerful influence in the industries they operate in. And their violations of rules and regulations are not investigated and punished because of their parents' power.
經(jīng)營者多在地方從事壟斷行業(yè)，且這些行業(yè)與地方政府密切相關(guān)。其啟動(dòng)資金多為銀行違規(guī)貸款或其他非正當(dāng)來源。由于其父母的政治權(quán)勢，他們?cè)诮?jīng)營的行業(yè)中往往具有強(qiáng)大的影響力，且違法亂紀(jì)可不受調(diào)查和處罰。

權(quán)力順著“親情管道”輸送，看似安全無虞，卻往往沿著“兒爹互坑”的路徑演變，最終上演玩火自焚的戲目。層出不窮的案例，已經(jīng)敲響警鐘(raise the alarm)；而就制度層面而言，怎樣將領(lǐng)導(dǎo)親屬任職公開、回避等落到實(shí)處，以中介“父子同腐”這類危險(xiǎn)的游戲，也值得思量。
