中共中央政治局常務(wù)委員會8月16日召開會議，聽取關(guān)于吉林長春長生公司問題疫苗案件調(diào)查及有關(guān)問責(zé)情況的匯報(bào)。中共中央總書記習(xí)近平主持會議并發(fā)表重要講話。

Xi Jinping, general secretary of the CPC Central Committee, attaches great attention to the case and has made important instructions over it on multiple occasions. He stressed that those involved in the case should be held accountable and punished severely according to the law. Xi also instructed all-out efforts to be made to ensure the bottom line of safety and safeguard the public interest and social stability, according to the meeting.
會議指出，這起問題疫苗案件發(fā)生以來，習(xí)近平總書記高度重視，多次作出重要指示，要求嚴(yán)肅問責(zé)，依法從嚴(yán)處理，堅(jiān)決守住安全底線，全力保障群眾切身利益和社會穩(wěn)定大局。

會議強(qiáng)調(diào)，

疫苗關(guān)系人民群眾健康，關(guān)系公共衛(wèi)生安全和國家安全。

這起問題疫苗案件是一起疫苗生產(chǎn)者逐利枉法、違反國家藥品標(biāo)準(zhǔn)和藥品生產(chǎn)質(zhì)量管理規(guī)范、編造虛假生產(chǎn)檢驗(yàn)記錄、地方政府和監(jiān)管部門失職失察、個別工作人員瀆職的嚴(yán)重違規(guī)違法生產(chǎn)疫苗的重大案件，情節(jié)嚴(yán)重，性質(zhì)惡劣，造成嚴(yán)重不良影響，既暴露出監(jiān)管不到位等諸多漏洞，也反映出疫苗生產(chǎn)流通使用等方面存在的制度缺陷。
The case is a serious offense, in which the vaccine producer violated the law and relevant standards and regulations in pursuit of profits and fabricated false production inspection records. A number of local government officials and supervisory departments were found in dereliction of duty. The case resulted in a negative impact and exposed many loopholes, such as inadequate supervision, and reflected institutional defects in the production, circulation and use of vaccines.

會議強(qiáng)調(diào)，

要完善法律法規(guī)和制度規(guī)則（improve the law and regulations），明晰和落實(shí)監(jiān)管責(zé)任，加強(qiáng)生產(chǎn)過程現(xiàn)場檢查（on-site inspections during the production process should be strengthened），督促企業(yè)履行主體責(zé)任義務(wù)，建立質(zhì)量安全追溯體系（a quality and safety system that can trace back to individuals should be established），落實(shí)產(chǎn)品風(fēng)險(xiǎn)報(bào)告制度（a product risk reporting system）。

對風(fēng)險(xiǎn)高、專業(yè)性強(qiáng)的疫苗藥品，要明確監(jiān)管事權(quán)（for vaccine drugs that require strong expertise and carry high risk, it is necessary to clarify the regulatory individuals），在地方屬地管理的基礎(chǔ)上，要派出機(jī)構(gòu)進(jìn)行檢查。要加強(qiáng)監(jiān)管隊(duì)伍能力建設(shè)，盡快建立健全疫苗藥品的職業(yè)化、專業(yè)化檢查隊(duì)伍。

要提高違法成本，對那些利欲熏心、無視規(guī)則的不法企業(yè)，對那些敢于挑戰(zhàn)道德和良知底線的人（those who are ignorant of the rules and laws and dare to challenge the bottom line of morality and conscience），要嚴(yán)厲打擊，從嚴(yán)重判，決不姑息。對涉及疫苗藥品等危害公共安全的違法犯罪人員，要依法嚴(yán)厲處罰，實(shí)行巨額處罰（huge penalties）、終身禁業(yè)（lifelong bans from the industry）。

要加強(qiáng)干部隊(duì)伍建設(shè)，激勵擔(dān)當(dāng)作為，切實(shí)履行職責(zé)，對失職瀆職行為嚴(yán)肅問責(zé)（those derelict in their duties will be held accountable）。
