近日，我國再次開展校外培訓(xùn)機(jī)構(gòu)專項(xiàng)治理，截至12月12日，全國共摸排40萬所校外培訓(xùn)機(jī)構(gòu)。

China has been carrying out comprehensive inspections of all after-school training institutions to ensure that those not meeting government standards make prompt corrections by the end of this year, the Ministry of Education said on Thursday.
教育部13日表示，我國已針對所有校外培訓(xùn)機(jī)構(gòu)開展全面排查，以保證不符合政府標(biāo)準(zhǔn)的校外培訓(xùn)機(jī)構(gòu)在年底前進(jìn)行整改。

教育部基礎(chǔ)教育司司長（director of the ministry's Basic Education Department）呂玉剛表示，截至12日，全國共排查校外培訓(xùn)機(jī)構(gòu)40萬余所，已經(jīng)完成排查工作（more than 400,000 after-school training institutions from across the country had been inspected），發(fā)現(xiàn)其中有27.3萬所校外培訓(xùn)機(jī)構(gòu)不符合標(biāo)準(zhǔn)（not up to the standards），目前已有24.8萬所已對大綱進(jìn)行調(diào)整（have their programs changed）。

教育部副部長朱之文指出，解決校外培訓(xùn)火爆的問題必須標(biāo)本兼治（address both its symptoms and root causes）、內(nèi)外聯(lián)動、堵疏結(jié)合。一方面，對現(xiàn)有的培訓(xùn)予以規(guī)范，該整治的整治，該取締的取締，合法合規(guī)地辦培訓(xùn)。另一方面，要完善治理（improve governance），加強(qiáng)監(jiān)管，建立長效機(jī)制（build long-term mechanism）。同時還要在教育教學(xué)改革（education reform）、學(xué)校管理等方面共同發(fā)力，讓中小學(xué)的功能充分發(fā)揮，減少學(xué)生校外培訓(xùn)的需求，最大限度擠壓校外培訓(xùn)的空間。

據(jù)介紹，教育部等四部門今年年初聯(lián)合印發(fā)通知，開展中小學(xué)校外培訓(xùn)機(jī)構(gòu)專項(xiàng)治理（special rectification）。根據(jù)該通知，校外培訓(xùn)機(jī)構(gòu)開展學(xué)科類培訓(xùn)內(nèi)容、招生對象、上課時間等要向所在地教育行政部門進(jìn)行登記備案（submit their course curricula, enrollment targets and class hours to local education authorities for registration）。

They are not allowed to organize graded examinations or conduct competitions for primary and secondary school students, and the training results from these institutions cannot be used as criteria for future enrollment in primary and middle schools.
嚴(yán)禁校外培訓(xùn)機(jī)構(gòu)組織中小學(xué)生等級考試及競賽，校外培訓(xùn)機(jī)構(gòu)培訓(xùn)結(jié)果不得與中小學(xué)校招生入學(xué)掛鉤。

Teachers who lure or coerce students to attend extra training will be dealt with seriously or even stripped of their teaching credentials.
教師誘導(dǎo)或逼迫學(xué)生參加校外培訓(xùn)機(jī)構(gòu)培訓(xùn)等行為，一經(jīng)查實(shí)，一律依法嚴(yán)肅處理，直至取消教師資格。

教育部還出臺了關(guān)于規(guī)范校外培訓(xùn)機(jī)構(gòu)發(fā)展的意見，加強(qiáng)制度建設(shè)（improve institutions）。同時支持各地中小學(xué)結(jié)合實(shí)際開展形式多樣的課后服務(wù)，著力讓廣大中小學(xué)生在校內(nèi)就能基本滿足學(xué)習(xí)需求（meet their learning needs）。

朱之文表示，下一步將指導(dǎo)督促各地按照既定的部署抓緊推進(jìn)以下幾個方面的工作：

一是建立全國校外培訓(xùn)機(jī)構(gòu)數(shù)據(jù)庫（build a database of after-school training institutions across the country），將所有校外培訓(xùn)機(jī)構(gòu)納入數(shù)據(jù)庫管理范疇；

二是建立全國統(tǒng)一的校外培訓(xùn)機(jī)構(gòu)聯(lián)網(wǎng)監(jiān)管平臺，統(tǒng)一公布各省區(qū)市的校外培訓(xùn)機(jī)構(gòu)信息；

三是建立健全相關(guān)的管理制度，如黑白名單制度（blacklist and white list system）、審批制度、公示制度等，列入黑名單的嚴(yán)禁再開展培訓(xùn)；

四是建立部門聯(lián)合審批、聯(lián)合管理機(jī)制，加大對違規(guī)行為懲治力度（reinforce punishment against irregularities），形成綜合治理合力。
