國(guó)務(wù)院辦公廳近日印發(fā)的《“無(wú)廢城市”建設(shè)試點(diǎn)工作方案》提出，在全國(guó)范圍內(nèi)選擇10個(gè)左右有條件、有基礎(chǔ)、規(guī)模適當(dāng)?shù)某鞘?，在全市域范圍?nèi)開(kāi)展“無(wú)廢城市”建設(shè)試點(diǎn)。

According to the document, a zero-waste city refers to an advanced urban development and management model that aims to promote green lifestyles, minimize the amount of waste produced, strengthen recycling programs and ensure that waste released into the environment is harmless.
方案指出，無(wú)廢城市是一種先進(jìn)的城市發(fā)展和管理模式，旨在推動(dòng)綠色生活方式，推進(jìn)固體廢物源頭減量和資源化利用，確保排放廢物對(duì)環(huán)境無(wú)害。

試點(diǎn)城市怎么選？

在全國(guó)范圍內(nèi)選擇10個(gè)左右有條件、有基礎(chǔ)、規(guī)模適當(dāng)?shù)某鞘?，在全市域范圍?nèi)開(kāi)展“無(wú)廢城市”建設(shè)試點(diǎn)。綜合考慮不同地域、不同發(fā)展水平及產(chǎn)業(yè)特點(diǎn)、地方政府積極性等因素，優(yōu)先選取國(guó)家生態(tài)文明試驗(yàn)區(qū)（national ecological civilization pilot zone）省份具備條件的城市、循環(huán)經(jīng)濟(jì)示范城市（national demonstration city for the circular economy）、工業(yè)資源綜合利用示范基地（demonstration base for comprehensive utilization of industrial resources）、已開(kāi)展或正在開(kāi)展各類(lèi)固體廢物回收利用無(wú)害化處置試點(diǎn)并取得積極成效的城市。

試點(diǎn)目標(biāo)是啥？

到2020年，系統(tǒng)構(gòu)建“無(wú)廢城市”建設(shè)指標(biāo)體系（an index system for zero-waste cities），探索建立“無(wú)廢城市”建設(shè)綜合管理制度和技術(shù)體系（an institutional and technical system for the management of no-waste cities），試點(diǎn)城市在固體廢物重點(diǎn)領(lǐng)域和關(guān)鍵環(huán)節(jié)取得明顯進(jìn)展，大宗工業(yè)固體廢物貯存處置總量趨零增長(zhǎng)（with almost zero growth of industrial waste storage）、主要農(nóng)業(yè)廢棄物全量利用（full use of agricultural waste）、生活垃圾減量化資源化水平全面提升（a decrease in waste generation and an increase in its utilization）、危險(xiǎn)廢物全面安全管控（hazardous waste will be well-controlled），非法轉(zhuǎn)移傾倒固體廢物事件零發(fā)生（no more waste will be dumped illegally），培育一批固體廢物資源化利用骨干企業(yè)（a group of backbone waste recycling enterprises will be established）。

通過(guò)在試點(diǎn)城市深化固體廢物綜合管理改革，總結(jié)試點(diǎn)經(jīng)驗(yàn)做法，形成一批可復(fù)制、可推廣的“無(wú)廢城市”建設(shè)示范模式（a model of no-waste cities that is replicable and applicable），為推動(dòng)建設(shè)“無(wú)廢社會(huì)”奠定良好基礎(chǔ)。
