《香港特別行政區(qū)維護(hù)國(guó)家安全法》The Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (HKSAR)

The Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (HKSAR) was passed unanimously at the 20th session of the Standing Committee of the 13th National People's Congress (NPC), China's top legislature.

十三屆全國(guó)人大常委會(huì)第二十次會(huì)議全票通過(guò)了《中華人民共和國(guó)香港特別行政區(qū)維護(hù)國(guó)家安全法》。

《中華人民共和國(guó)香港特別行政區(qū)維護(hù)國(guó)家安全法》共6章、66條，明確規(guī)定了香港特別行政區(qū)維護(hù)國(guó)家安全的職責(zé)和機(jī)構(gòu)（the duties and government bodies of the HKSAR for safeguarding national security），分裂國(guó)家罪（secession）、顛覆國(guó)家政權(quán)罪（subversion）、恐怖活動(dòng)罪（terrorist activities）、勾結(jié)外國(guó)或者境外勢(shì)力危害國(guó)家安全罪（collusion with a foreign country or external elements to endanger national security）四類(lèi)罪行和處罰。

According to the law, the central government will set up an office in the HKSAR for safeguarding national security.

根據(jù)該法，中央人民政府將在香港特別行政區(qū)設(shè)立維護(hù)國(guó)家安全機(jī)構(gòu)。

The HKSAR will establish a committee for safeguarding national security, which is under the supervision of and accountable to the central government. To be chaired by the HKSAR chief executive, the committee shall have a national security adviser designated by the central government. The Hong Kong police force will also set up a department for safeguarding national security, according to the law.

香港特別行政區(qū)設(shè)立維護(hù)國(guó)家安全委員會(huì)，接受中央人民政府的監(jiān)督和問(wèn)責(zé)。香港特別行政區(qū)維護(hù)國(guó)家安全委員會(huì)由行政長(zhǎng)官擔(dān)任主席，委員會(huì)設(shè)立國(guó)家安全事務(wù)顧問(wèn)，由中央人民政府指派。香港特別行政區(qū)政府警務(wù)處設(shè)立維護(hù)國(guó)家安全的部門(mén)。

According to the law, people convicted of the national security crimes could face up to life imprisonment.

該法規(guī)定，被判決犯危害國(guó)家安全罪行的人員面臨的最高刑罰為無(wú)期徒刑。

Convicted criminals will be disqualified from running for public office, and people in public office who are found guilty of the crimes will be removed from their posts.

任何人經(jīng)法院判決犯危害國(guó)家安全罪行的，即喪失作為候選人參加香港特別行政區(qū)任何公職的資格，在任公職人員喪失任職資格。

The law shall apply to acts committed after its entry into force for the purpose of conviction and imposition of punishment, according to its provision.

本法施行以后的行為，適用本法定罪處刑。
