“十四五”規(guī)劃和2035年遠(yuǎn)景目標(biāo)重要概念漢英對(duì)照(三)

2021年初,第十三屆全國(guó)人大四次會(huì)議審議通過(guò)了《中華人民共和國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和2035年遠(yuǎn)景目標(biāo)綱要》(以下簡(jiǎn)稱(chēng)《綱要》)。
中國(guó)外文局、中國(guó)翻譯研究院組織各語(yǔ)種中外專(zhuān)家進(jìn)行全文翻譯,經(jīng)研商審定,形成漢英、漢法、漢俄、漢日、漢西、漢德、漢阿、漢葡、漢韓等9個(gè)漢外對(duì)照文版。目前漢英、漢日對(duì)照版已發(fā)布,其他語(yǔ)種將陸續(xù)推出?,F(xiàn)將《綱要》專(zhuān)欄內(nèi)容形成漢英對(duì)照,供業(yè)界及相關(guān)人員參考使用。
(五)交通強(qiáng)國(guó)建設(shè)工程
Projects for developing China’s transportation strength
1. 戰(zhàn)略骨干通道
Strategic trunk corridors
建設(shè)川藏鐵路雅安至林芝段和伊寧至阿克蘇、酒泉至額濟(jì)納、若羌至羅布泊等鐵路,推進(jìn)日喀則至吉隆、和田至日喀則鐵路前期工作,打通沿邊公路G219和G318線(xiàn),提質(zhì)改造川藏公路G318線(xiàn)。
Build the Ya’an-Nyingchi section of Sichuan-Tibet Railway as well as Yining-Aksu, Jiuquan-Ejin Banner and Ruoqiang-Lop Nur railways. Initiate the preliminary work for Shigatse-Gyirong and Hotan-Shigatse railways. Open G219 and G318 roads along the borders, and upgrade G318 section of the Sichuan-Tibet Highway.
2. 高速鐵路
High-speed railways
建設(shè)成都重慶至上海沿江高鐵、上海經(jīng)寧波至合浦沿海高鐵。京滬高鐵輔助通道天津至新沂段和北京經(jīng)雄安新區(qū)至商丘、西安至重慶、長(zhǎng)沙至贛州、包頭至銀川等高鐵。
Complete the construction of Chengdu-Chongqing-Shanghai high-speed railway along the Yangtze River, Shanghai-Ningbo-Hepu coastal high-speed railway, Tianjin-Xinyi section of the auxiliary route of Beijing-Shanghai high-speed railway, and Beijing-Xiong’an-Shangqiu, Xi’an-Chongqing, Changsha-Ganzhou, and Baotou-Yinchuan high-speed railways.
3. 普速鐵路
Standard rail lines
建設(shè)西部陸海新通道黃桶至百色、黔桂增建二線(xiàn)鐵路和瑞金至梅州、中衛(wèi)經(jīng)平?jīng)鲋翍c陽(yáng)、柳州至廣州鐵路。推進(jìn)玉溪至磨憨、大理至瑞商等與周邊互聯(lián)互通鐵路建設(shè)。提升鐵路集裝箱運(yùn)輸能力。推進(jìn)中歐班列運(yùn)輸通道和口岸擴(kuò)能改造。建設(shè)大型工礦企業(yè)、物流園區(qū)和重點(diǎn)港口鐵路專(zhuān)用線(xiàn),全面實(shí)現(xiàn)長(zhǎng)江干線(xiàn)主要港口鐵路進(jìn)港。
Build Huangtong-Baise railway and Guizhou-Guangxi Railway Line 2 of the new western land-sea corridor, as well as Ruijin-Meizhou, Zhongwei-Pingliang-Qingyang and Liuzhou-Guangzhou railways. Promote the construction of Yuxi-Mohan, Dali-Ruishang and other railways that interconnect with the surrounding areas. Improve railway container transportation capacity. Promote renovation efforts for capacity expansion of transportation corridors and ports of China-Europe Railway Express. Build railway sidings for large industrial and mining enterprises, logistics parks and key ports, and fully realize the connection with railways in main ports along the Yangtze River trunk line.
4. 城市群和都市圈軌道交通
Rail transits in city clusters and metropolitan areas
新增城際鐵路和市域(郊)鐵路運(yùn)營(yíng)里程3000公里?;窘ǔ删┙蚣?、長(zhǎng)三角、粵港澳大灣區(qū)軌道交通網(wǎng)。新增城市軌道交通運(yùn)營(yíng)里程3000公里。
Put into operation another 3,000 kilometers of intercity and suburban railways. Complete the construction of the rail transit networks covering Beijing-Tianjin-Hebei region, Yangtze River Delta, and Guangdong-Hong Kong-Macao Greater Bay Area. Put into operation another 3,000 kilometers of urban rail transit.
5. 高速公路
Expressways
實(shí)施京滬、京港澳、長(zhǎng)深、滬昆、連霍等國(guó)家高速公路主線(xiàn)擁擠路段擴(kuò)容改造。加快建設(shè)國(guó)家高速公路主線(xiàn)并行線(xiàn)、聯(lián)絡(luò)線(xiàn)、推進(jìn)京雄等雄安新區(qū)高速公路建設(shè)。規(guī)劃布局建設(shè)充換電設(shè)施。新改建高速公路里程2.5萬(wàn)公里。
Carry out renovation for capacity expansion of the congested sections on the main lines of national expressways such as Beijing-Shanghai, Beijing-Hong Kong-Macao, Changsha-Shenzhen, Shanghai-Kunming, and Lianyungang-Horgos lines. Accelerate the construction of parallel and connecting lines of national highway main lines and promote the construction of Beijing-Xiong’an and other highways in Xiong’an New Area. Plan the construction of electric charging/battery swap facilities. Build and reconstruct 25,000 kilometers of expressways.
6. 港航設(shè)施
Port and shipping facilities
建設(shè)京津冀、長(zhǎng)三角、粵港澳大灣區(qū)世界級(jí)港口群,建設(shè)洋山港區(qū)小洋山北側(cè)、天津北疆港區(qū)C段、廣州南沙港五期。深圳鹽田港東區(qū)等集裝箱碼頭。推進(jìn)曹妃甸港煤炭運(yùn)能擴(kuò)容、舟山江海聯(lián)運(yùn)服務(wù)中心和北部灣國(guó)際門(mén)戶(hù)港,洋浦樞紐港建設(shè)。深化三峽水運(yùn)新通道前期論證。研究平陸運(yùn)河等跨水系運(yùn)河連通工程。
Build world-class port clusters in Beijing-Tianjin-Hebei region, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, as well as north side of Xiaoyangshan in Yangshan Port Area, Section C of Beijiang Port Area of Tianjin, Phase V of Nansha Port of Guangzhou, and container terminals in Yantian Port East Area, Shenzhen. Promote the expansion of coal transportation capacity of Caofeidian Port, and the construction of Zhoushan river-sea intermodal transportation service center, Beibu Gulf international gateway port and Yangpu hub port. Deepen the preliminary demonstration of the Three Gorges new waterway. Study the connection project of Pinglu canal and other cross-waterway canals.
7. 現(xiàn)代化機(jī)場(chǎng)
Modernized airports
建設(shè)京津冀、長(zhǎng)三角、粵港澳大灣區(qū)、成渝世界級(jí)機(jī)場(chǎng)群,實(shí)施廣州、深圳、昆明、西安、重慶、烏魯木齊、哈爾濱等國(guó)際樞紐機(jī)場(chǎng)和杭州、合肥、濟(jì)南、長(zhǎng)沙、南寧等區(qū)域樞紐機(jī)場(chǎng)改擴(kuò)建工程。建設(shè)廈門(mén)、大連、三亞新機(jī)場(chǎng)。建成鄂州專(zhuān)業(yè)性貨運(yùn)機(jī)場(chǎng),建設(shè)朔州、嘉興、瑞金、黔北、阿拉爾等支線(xiàn)機(jī)場(chǎng)。新增民用運(yùn)輸機(jī)場(chǎng)30個(gè)以上。
Build world-class airport clusters in Beijing-Tianjin-Hebei region, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing area, and carry out reconstruction and expansion projects for international hub airports in Guangzhou, Shenzhen, Kunming, Xi’an, Chongqing, Urumqi, and Harbin, and regional hub airports in Hangzhou, Hefei, Jinan, Changsha, and Nanning. Build new airports in Xiamen, Dalian, and Sanya. Complete the construction of the special freight airport in Ezhou, and build feeder airports in Shuozhou, Jiaxing, Ruijin, northern Guizhou, Aral, etc. Increase more than 30 new civil airports.
8. 綜合交通和物流樞紐
Integrated transportation and logistics hub
推進(jìn)既有客運(yùn)樞紐一體化智能化升級(jí)改造和站城融合,實(shí)施樞紐機(jī)場(chǎng)引入軌道交通工程。推進(jìn)120個(gè)左右國(guó)家物流樞紐建設(shè)。加快郵政國(guó)際寄遞中心建設(shè)。
Promote the integration and intelligent upgrade of existing passenger transportation hubs and the integration of stations and cities and implement the rail transit connection projects in hub airports. Promote the construction of about 120 national logistics hubs. Accelerate the construction of international postal delivery centers.
(六)現(xiàn)代能源體系建設(shè)工程
Projects for building a modern energy system
1. 大型清潔能源基地
Large-scale clean energy bases
建設(shè)雅魯藏布江下游水電基地。建設(shè)金沙江上下游、雅礱江流域、黃河上游和幾字灣、河西走廊、新疆、冀北、松遼等清潔能源基地,建設(shè)廣東、福建、 浙江、江蘇、山東等海上風(fēng)電基地。
Build a hydropower base in the lower reaches of the Yarlung Zangbo River, as well as clean energy bases in the upper and lower reaches of the Jinsha River, the Yalong River Basin, the upper reaches of the Yellow River, Jiziwan, Hexi Corridor, Xinjiang, northern Hebei, and Songliao, and offshore wind power bases in Guangdong, Fujian, Zhejiang, Jiangsu, and Shandong.
2. 沿海核電
Coastal nuclear power facilities
建成華龍一號(hào)、國(guó)和一號(hào)、高溫氣冷堆示范工程,積極有序推進(jìn)沿海三代核電建設(shè)。推動(dòng)模塊式小型堆、60萬(wàn)千瓦級(jí)商用高溫氣冷堆、海上浮動(dòng)式核動(dòng)力平臺(tái)等先進(jìn)堆型示范。建設(shè)核電站中低放廢物處置場(chǎng),建設(shè)乏燃料后處理廠(chǎng)。開(kāi)展山東海陽(yáng)等核能綜合利用示范。核電運(yùn)行裝機(jī)容量達(dá)到7000萬(wàn)千瓦。
Complete construction of the Hualong One, CAP1400, and high-temperature gas-cooled reactor demonstration projects. Promote in an orderly manner the construction of third-generation nuclear power plants in coastal areas. Promote the demonstration of small modular reactors, 600,000 kW commercial high-temperature gas-cooled reactors, and offshore floating nuclear power platforms. Build low and medium level radioactive waste disposal sites for nuclear power plants and spent fuel reprocessing plants. Demonstrate comprehensive utilization of nuclear energy in Haiyang, Shandong Province. The installed nuclear power operating capacity will reach 70 million kW.
3. 電力外送通道
Power transmission channels
建設(shè)白鶴灘至華東、金沙江上游外送等特高壓輸電通道,實(shí)施閩粵聯(lián)網(wǎng)、川渝特高壓交流工程研究論證隴東至山東、哈密至重慶等特高壓輸電通道。
Build the UHV transmission channels from Baihetan to East China and the upstream of Jinsha River. Implement the Fujian-Guangdong interconnection and Sichuan-Chongqing UHV AC projects. Study and demonstrate the UHV transmission channels from east of Gansu to Shandong and from Hami to Chongqing.
4. 電力系統(tǒng)調(diào)節(jié)
Power system regulation facilities
建設(shè)桐域、磐安、泰安二期、渾源、莊河、安化、貴陽(yáng)、南寧等抽水蓄能電站,實(shí)施電化學(xué)、壓縮空氣、飛輪等儲(chǔ)能示范項(xiàng)目。開(kāi)展黃河梯級(jí)電站大型儲(chǔ)能項(xiàng)目研究。
Build Tongyu, Pan’an, Tai’an phase II, Hunyuan, Zhuanghe, Anhua, Guiyang, Nanning, and other pumped storage hydroelectric plants. Implement electrochemical, compressed air, flywheel, and other energy storage demonstration projects. Carry out research on large-scale energy storage projects of the Yellow River cascade hydropower stations.
5. 油氣儲(chǔ)運(yùn)能力
Oil and gas storage and transportation capacity
新建中俄東線(xiàn)境內(nèi)段、川氣東送二線(xiàn)等油氣管道。建設(shè)石油儲(chǔ)備重大工程。加快中原文23、遼河儲(chǔ)氣庫(kù)群等地下儲(chǔ)氣庫(kù)建設(shè)。
Build new oil and gas pipelines such as the Chinese section of China-Russia East Line and Line 2 in the project to transport natural gas from Sichuan to the central and eastern regions. Build major oil reserve projects. Accelerate the construction of Wen-23 in Central China, Liaohe gas storage group, and other underground gas storage facilities.
