Premier Li Keqiang's tight schedule in Suzhou continued after his fast-paced diplomacy in the just concluded Malaysia trip for the ASEAN annual meeting. Chinese media dubbed Li's diligent working style "Keqiang rhythm".
剛剛結(jié)束在馬來西亞的東盟年會行,李克強(qiáng)總理又在蘇州繼續(xù)他的快節(jié)奏外交,開啟緊湊行程。國內(nèi)媒體將他這種兢兢業(yè)業(yè)的工作作風(fēng),稱為“克強(qiáng)節(jié)奏”。
【外交官——行程太密,不知如何安排】
“盡管總理歷次出訪日程皆以高效率(efficient)、快節(jié)奏(fast-paced)著稱,但像此次這樣兩大多邊外事活動(foreign affairs)無縫銜接、密不透風(fēng)的日程安排還前所未有。我們簡直不知道該怎么安排!”一位外交官搖著頭發(fā)愁道。
的確,梳理總理此次外交日程便可發(fā)現(xiàn),11月20日~23日,他出席了在馬來西亞吉隆坡舉行的第十八次中國—東盟領(lǐng)導(dǎo)人會議(18th China-ASEAN leaders' meeting)、第十八次東盟與中日韓領(lǐng)導(dǎo)人會議(the 18th ASEAN-China, Japan and South Korea (10+3) leaders' meeting)和第十屆東亞峰會,并對馬來西亞進(jìn)行正式訪問。期間,他還在幾個論壇發(fā)表主旨演講(keynote speech),并穿插若干場雙邊機(jī)制性會見。

Arriving in Suzhou for the Fourth Leaders' Meeting of China and Central and Eastern European Countries, the premier worked through the night and held bilateral talks with leaders from Estonia, Poland and Slovenia on Tuesday morning.
隨后,他于24日凌晨飛抵蘇州,出席第四次中國—中東歐國家領(lǐng)導(dǎo)人會晤,并于當(dāng)晚連軸與來自愛沙尼亞、波蘭、斯洛文尼亞等領(lǐng)導(dǎo)人舉行雙邊會談。
“在馬來西亞,總理與17國領(lǐng)導(dǎo)人分別出席各種會議(conferences)、會晤(meetings)和論壇(forum)。而在蘇州,作為東道主(host),他要接待中東歐16國領(lǐng)導(dǎo)人,并將與他們一一會見。”這位工作人員說,“這么短時間內(nèi)會見這么多領(lǐng)導(dǎo)人,這種頻率以往從來沒有過,沒有哪個機(jī)制是這樣安排的?!?/p>

【廚師——會議“拖堂”,午飯變“夜宵”】
On Nov 21, after meeting with his Indian counterpart Narendra Modi at a hotel, Li went to the Kuala Lumpur Conference Center for the 18th China-ASEAN (10+1) leaders' meeting. He then got back to the hotel to have an annual meeting with Australian Prime Minister Malcolm Turnbull, followed by attending the 18th ASEAN Plus Three Meeting at the Kuala Lumpur Convention Centre.
11月21日,李克強(qiáng)總理首先會見了印度總理莫迪后,便前往吉隆坡會議中心,出席十八次中國—東盟(10+1)領(lǐng)導(dǎo)人會議。會議結(jié)束后,李克強(qiáng)總理返回飯店,“見縫插針”同澳大利亞總理特恩布爾舉行中澳總理年度定期會晤。隨后,他再次回到吉隆坡會議中心,出席第十八次東盟與中日韓(10+3)領(lǐng)導(dǎo)人會議。
因為會議的“拖堂”,總理再次返回飯店的時間,比原定時間推遲了近2小時(hours later than scheduled time)??偫硪恍衼聿患俺燥埦痛掖仪巴鶗娎蠐肟偫硗ㄐ?Lao counterpart Thongsing Thammavong)和新西蘭總理約翰·基(New Zealand Prime Minister John Key)。但這并不是這匆忙一天的結(jié)束:會見后,李克強(qiáng)總理一行再次啟程,第三次前往吉隆坡會議中心,出席馬來西亞納吉布總理夫婦為東亞峰會與會領(lǐng)導(dǎo)人舉行的歡迎宴會,密集行程直至晚23點(ending his busy day at local time 11pm)。

The next day started with a series of agreements and declarations signing at the 10th East Asia Summit by the busy premier. He didn't have lunch until 3pm, which had to be heated three times due to the premier's tight schedule, according to the hotel chef.
22日一早,總理出席第十屆東亞峰會,并見證系列協(xié)議、宣言簽署,直到近15時才返回酒店吃上了午餐。飯店廚師說,因為總理日程安排太緊,這頓飯前后反復(fù)熱了三次。
據(jù)工作人員透露,盡管總理早已習(xí)慣了“日程繁忙、節(jié)奏緊湊”,但面對本次“史無前例”的行程(unprecedented busy schedule),一開始,連經(jīng)驗豐富的外交官們也拿不出妥善日程方案,“太難安排了,很多活動排出來時間都在相互‘打架’”。最后,他們只能盡量把每一場會見都從交互傳譯(interpreter)變?yōu)橥晜髯g(simultaneous interpretation),以提高對話效率;還特意在一些文化活動中安排不同國家領(lǐng)導(dǎo)人與李克強(qiáng)總理鄰座,以便有效利用時間,與每位到訪的外賓充分交流。
